Thanks that's what I was thinking. I would have waited for the paper if attaching a photocopy was mandatory. A lot of my friends have applied for PGWP without the study permit attached and got approved.
Degree completion would normally be the day when you receive all your final grades.
From then, you will have 90 days to apply for PGWP, assuming your study permit is valid.

I agree, even my school advisor told me to submit the graduation letter/certificate instead of the transcript, in some cases the transcript may not be presumed to be an official document.

Depends on your location, their office is based in Vegreville, Alberta. The closer you are the earlier.
But usually takes a week or so. One of my friends applied from Halifax, NS and it took a week after approval for the paper to reach him.

enclosed graduation letters and transcript (both undergrad and masters)
a letter of explanation requesting 3 year pgwp
passport and photo
Transcript is also fine but the enrollment letter does the job mostly as long as you think that your grades aren't bad enough to change their minds
The documents I mentioned are mandatory since the website has specific upload option for these
1) IMM Form 5709
2) Scanned Copy of Valid Passport
3) Enrollment letter from school
4) Proof of financial support (bank statement, tuition invoice)
5) Photo
