Starting this month applications for Study permit will start to increase and they might start putting other categories on hold. It might happen If they do not have separate department for other categories.

There are inland offices that you can go to. They can validate your PR as well. You dont need to cross border to do that. http://www.cic.gc.ca/english/information/offices/help.asp
