Hi, I saw my application status from in process to decision made, however I haven't recieve any email from the manila immigratiom asking for medical request. Does it mean that our application for FSW did not pass?

I followed up our agent from the CANADA IMMIGRATION CONSULTANCY many times from the time we submitted the FF documents, but all they have to say is that we will just wait for the reply of the MANILA VISA OFFICE. I was wondering if can we personally email the VISA OFFICE regarding our application?.
