We're running into the exact same issue. We can't seem to figure out why we have no option to sign the 06-2019 version as opposed to the previous version.

I guess I would have to say security documents/certificates. In the Philippines they refer to it as an NBI. Then there is the IMM5669 Schedule A document too.

A Sponsor/Application was sent and accepted in April of this year. Since then, they've requested a medical and seemingly implied they will request a background security check too. We've forwarded the medical, but we're still waiting for the request on the background check. We have the documents...
