I would definitely send in the extension of the visitor record! I intend to do that soon. The Permanent Residency application does not give you implied status, only the OWP. If for some reason your OWP is refused, you would then be out of status(that is, if your visitor's status has expired)...

Typically a lawyer is only needed when your application has been refused and you need legal advice based on the reason for the refusal.

I'm not confident in answering all your questions, but I did not send in the use of representative forms, I heard of someone who wrote N/A on the form and sent it in without signing, this led to the application being sent back because of the missing signature! always sign everything you sen in!
