so this means people have started getting mails dat noc 4011 has been capped. is it so

my application recd date is 12nov2014 but till date no response from cic.But somebody has wrote that his application recd date is 27oct2014 and he recd email regarding return of the application on 16 feb 2015 as cap is filled .its so confusing. Can anybody plz clarify what is the position.
