i do not understand that myself. My representative told me that they allotted a uci number and checked my application but sent it back stating that overall cap is filled.Maybe Express entry will solve my purpose.Who knows.

NOC 3112 App. received date December 30,2014 Application returned March 18,2015 with explanation letter that overall cap of 25000 reached.

cud be rumors or fact. will wait my turn till they process or return my application before saying anything.

Hello dear. I had my ecfmg credentials verified as well.So Included one document with usmle id. I sent the svr documents to MCC on Nov 23rd and got ECA on December 18,2014. It is really quick if you have your credentials verified with ECFMG.
