How many days did CIC keep the passport for stamping from the day they received it. Your timeline for sending and receiving PP seems pretty quick.

Do you have the link to the updated instruction which states FSWP will end on December 31st, 2014?

It says that the program FSWP - 2014 is the last program before Express Entry starts in January, 2015. That does not mean the deadline to send applications under FSWP is December 31st, 2014.
