yes Richie, it is supposedly right since my file received on Dec 16 when they have update the site with 715 applicant for NOC 2281. however till now, my cc haven't been encashed yet, any suggestions ?

it was scheduled to finish on Dec 16, as long as your docs had green check icon then they will process it without the need to check with your college.
