toronto is still your landing point because vancouver is just a stopover unless you present your pr documents with the bi officer there, then your landing point is vancouver.

in PPR letter. it is stated "Your visa(s) will be valid for your initial entry to Canada until 06 February 2014". does it mean that we have to travel to canada before that date. how about if the visa is not been issued on that date. What should i do?

@ dha18 & mizpahdevera. why not proceed to the medical institution where you plan to have your medical. the forms are available there. just bring your letter.
