Hi I think there is no need for IELTS esp.if ur apply from India.I have some friends gone canada under same category ,But without IELTS.so IMHO Ielts is not required.All the best for your friend.FYI, i too applied under same category,but refused visa later under some reasons..May re-apply soon...
