I'm not quite sure, but I think so. As far as I know, an approved LMO only gives you a possibility to apply for a work permit? After the application is succesfull you get a LOI and then you need to enter Canada with LOI.

I found the answer to my question. This happened to me too. How did you guys resolve it? Is there a "fast" way to get your application through when re-applying? I wasted 2 months just to get notified that my application was refused because of this.

Hey guys, Those of you who are already in Canada working under WH and applied to YP (or opposite); my stage 2 got refused after 2 months saying I'm not "a person who can apply from within Canada". How did you work around this in 'come to canada' wizard ? I'm so confused.

You need to exit Canada and re-enter.. on the border you need to show your approved LOI. If that was your question.
