You dont need to go to Havana for Police certificate I think. Just check with police in Holguín and they can have it in a few days for free I think or very low cost. My wife called at the hospital in Havana 2 weeks before the exam and she got a date and an hour to show up there for the exam...

Your documents back from consulate are just translated or you paid the 176$ each for your documents ? Not sure if the stamp you talk is for translation or for final payment and approval ? they wont stamp for approval unless they've been authenticated by Foreign Affairs in Ottawa first. I think...
