That's good, even that's awesome. Because sometimes they just send you back the whole thing and you have to wait until it arrives and send it back. And it takes months for you to receive it and add the docs and wait for AOR again... So if they are doing that it is great! accept the application...

If you have it notarized makes it stronger and more real. However, without notarized is valid as well. But it is up to the VO to see if whether they need further proof.
