It must be stated on his letter of acceptance or any relevant document from the institute he's going to that if the program is 6 months or more. If the program is 6 months or more than your friend definitely needs a study permit.

I hadn't submitted any SOP and proof of ties were just my immigration documents here. So I only got back my passport and transcripts. :)

Thanks people... Also the story of the weight is that they only returned my passport, letter of introduction (if that's the letter which has UCI and file number), CAQ and my transcripts. They didn't return any other document.

InshaAllah it's a visa. Although the logic behind the weight reduction doesn't explain anything now. If they return all documents in both cases i.e. acceptance and rejection then the only logical reason that is left is maybe they have requested me for a complete family form.

There is no point in completing your ACCA from Canada. Be it even a university. My advice is that you complete your ACCA and then apply for a university. There a lot of good universities. UofT, McGill, UBC, University of Alberta, Waterloo etc
