I think it means that they envelope that you sent with the police certificates etc arrived at CIC on March 26. BUT they opened the envelope / attach the information to your file only on April 19 - that's why it says April 19 on E-cas. "A decision has been made and you will be contacted" seems...

It was the same in my case, they received our application on October 12 2011, they sent an email only to my sponsor on Dec 22 2011 with UCI, and we could both access the E-cas about 1 week after that. You'll be able to see your name on E-cas, even if they haven't sent you an email.
