When I got the call from the Canada High Commission in New Delhi, it was an Ontario phone number and he also confirmed to me that he was calling from New Delhi. Maybe they called me from their "Canada" line, since he was calling me over seas (I live in USA)

I got my Visa approved a month after they started to process my application, so don't worry! You should be hearing some good news end of this month or first week of June (if all is straight fwd)
