I want to believe it is a general problem coz I cannot access it either, the link leads to an error page.

I'm supposed to fill and attach a settlement plan to my application but the link provided to access the Living in Canada Tool keeps telling me the web page cannot be found (error 404). My question is, is there an alternative page where I can access the tool?
