No, unfortunately no one will allow paper licenses. You have to first get the plastic card from your home country. There is no other way.

Were you able to use the paper based license? I am in same situation now. I have a paper license from West Bengal as no RTO in West Bengal is issuing smart cards since last year.

I got a driving license printed, stamped and signed on a piece of paper from Salt Lake, Kolkata PVD, as they have stopped giving the printed plastic card since last year. They won't issue any letter regarding authenticity. Unfortunately, Ontario Drive Test Center did not accept the license...
