For outland applicant, COPR comes along with the stamped passport in the envelope.

From current timeline, After submitting application it will take approx 6 months to get COPR and stamped passport in hand. (Please note, if there isn't any query from IRCC)

Outside of canada. ECOPR or CPR (what ever you called) document came with the stamped passport.
