Yes, after I applied for my CNCC I uploaded the receipt from HKPF as the document, then the status says "your additional document has been submitted" all the way until my PR got approved. It never changed status.
As long as the photo is not the one where u have previously submitted on your PR application, they techically won't but they make you declare that it is so just follow the rules

Exactly, it doesn't even make sense that they keep inviting people to apply under PNP but move all their manpower into processing CEC/new PR pathways. They've had over a year to adjust to covid, it's so frustrating!
Honestly this is so misleading, they still put the average processing time for PNP (EE) as 6 months on their website and I think through this thread it is so evident that no one is going to get their CoPR within 6 months.
