How long before you apply for PR should you send in for an FBI background check? Also, how long is it valid for? Thank you!

If an American is staying in Canada for 2-3 weeks and decides to stay for a week or two longer than she informed customs, does anyone need to be notified? Or is it not a big deal because Americans can stay in Canada for 180 days?
