Question: Once background is passed, the next final steps are Security check and then make final approval? I am confused with the information I got from calling agent. Just want to confirm my understanding.

Weird question: Which frequency of calling IRCC is considered "normal"on the stage where everything is passed but aplication not approved yet. Once a week? Once every couple of weeks? Once a month? Please share your opinion. Do you know of they keep track of how many times we call?

Thanks! They didn't say it is approved. Just said it is almost finalized. I don't know what that means, but I think it means the local office is making the final decision, not sure though. I also have no idea how fast is Halifax local office is. Never heard no one mentioning this office.
