Is this email coming from Ottawa or Sidney? For me, When I had called CIC they said everything was complete (about 3 times) and I did a case specific enquiry (same day), they said they are waiting on the results of internal processing before finalization.

After you land, you are officially a permanent resident. So yes you can leave job after landing rather than wait until you get the PR Card.
