It looks like the restriction will go on almost till ending of the year. The vaccination rate is very low. Canada lacks capacity to mass produce vaccines, and other countries that produce are putting their nations first. They are yet vaccinate up to 2m people out 38m population.

They need diverse skills, I doubt if they can get that fully by the inland candidates.

I agree with this. Even at 471, last year, I was so scared . IRCC surprised us with 5000 ITAs. They can decide to start all programs draw sooner than we all think.

I also believe that canada can’t lock down for too long. People are adapting fast with COVID unlike 2020. Specific draw won’t go for too long like last year.
