Yes if he wants to drop off his passport to Abu dhabi VAC office is okay. I'm not really sure the timeline of UAE VAC and Manila VAC because we submitted our passport direct to the UAE embassy. But what I recommend to him to submit/drop off his passport to any VAC office near to him so he can...

We submitted the passport May 2nd, Embassy received it May 7th and just got back the passport June 5th. So I think a month, it took long maybe because we submitted it direct to the embassy. Thank you!
