One thing I want to know that does the eligibility showed started? Mine showed like this one from day 1 . Your application is in progress. We will send you a message when we start reviewing your eligibility.

If I am not wrong, you only have 30 days to submit passport for getting the stamp so you should not wait for another 4 weeks, it’s better option if you get your passport stamped first in your home country then travel. It will only lead to more problems, rest you can do whatever you want.

I have almost same timeline as yours but the good thing that your eligibility is under review that might be good sign as they might be working on your father’s application. But one thing that is also true that IRCC is unpredictable. Hope for the best decision.
