I dont know for LOA but for GIC your address on passport, address in local bank and address in scotia bank account has to the same. To solve you problem, ask your bank to update address according to passport. It will take 1-2 days.

You mean I don't have to take A2 form to the local bank. Do the online RTGS transfer and just write reference no on the A2 form myself.
