Can someone please explain why the PNP and CEC only draws will be bad for FSW? Normally CEC and PNP candidates are included in FSW draws, so they are still pulling high scoring candidates out of the pool. Also, less people can enter the Pool as IELTS is closed.

Yes, 30 May 2018 was the last PNP only draw. It looks like they used to do PNP only and trade draws on the same day, so there are a few examples of this. 30 November 2016 was PNP only with no trade draw on the same day.

If you look at the previous tech draws, you will see that the highest CRS score that gets an NOI is always 1 point lower than the latest ITA draw score at the time.

I think if you ignore it past the cut off date for accepting (45 days I think), then it automatically gets rejected. However, you will still remain in the pool irrespective of whether you reject, accept or completely ignore the NOI.
