I disagree, I know people who got their applications back even after the file number(UCI) was generated.

No mate , as per this forum(read somewhere in page 480 something), people are getting their PER but the ecas is not updated yet

I understand their(CIC) instructions that they are not supposed to provide updates on the phone, else they would be sitting at their desk forever for people like you and me :P , so trying their best to convey the message without telling it directly, frustrating yet Understandable.
