    Then maybe they should be able to apply easily for a Canadian Experience Class/Skilled Worker or something.. I see it fair, if your purpose to be in Canada stops being your partner/spouse, you no longer qualify to keep a PR under "Family Class".

    I applied outland while visiting Canada. I received a request on the mail to do it myself. In the end it made the process much more simple. You can try to do it through them but you might be complicating stuff.

    Yes, send in the State certificates with a translation with your initial application. Are you applying Outland? Chances are, you'll be requested to get "Carta de Antecedentes Registrales" instead. But that will be once they open your file in Mexico VO. Don't worry about it for now.

    I have been in Canada for more than a year now. I applied outland and it was definately the best choice. Being able to travel without risking your application is definately a huge plus.
