Congratulations! On both getting the PPR as well as a VV for your wife. Yes it is possible to send in the PP from within Canada. There is something called virtual landing. Not sure how it is processed exactly though.

They don't send an email when review begins. Mine started June 8th and I didn't receive ant email. You just have to keep checking everyday.

I know multiple applicants that got approved even after having passed the significant dates. It's a hit or miss. You can try your luck to expedite by raising a web form

Considering that you passed the normal wait time, it might be a good idea to do so.

I have seen people in similar circumstance as you that reapplied and got PPR pretty much instantly. You can alternatively send in a web form.
