In my opinion, that shouldn't be a problem as it is just the first page which only contains some information.

Hi, It's better to include PCC while applying for a paper-based PR. If not then just write a letter of explanation for not submitting PCC. Moreover, please note that this may increase the processing time as it would require additional communication between CIC and the applicant down the road...

Hi Kanwal, If you have been nominated by OINP under any non-express entry based stream, then the only option to apply for PR is to apply through a paper-based application. Non-express entry based nomination are not eligible to receive 600 points for PNP. All the best for your application.
