Do you know your VO ? If you don't know your VO, you can ask IRCC. The processing time is different depending on VO. Mine is Etobicoke and many people whose VO is Etobicoke are delayed. I got my AOR 28th Nov. in 2022 and I'm on the same boat. The eligibility has not been started yet. haha
