This is correct. I would recommend you start working towards getting your and your spouse's PCC certificate. Don't wait for federal ITA to get your documents ready.

This is confusing. Did you get an ITA? Because you can apply and then wait for SINP to review your application and recommend for license. May I know what is your SINP score ?
