From what I know AOR means the application is complete and ready for for processing. If incomplete normally they send it back and there is no AOR.

You were right it got returned and I received it on 20th May, their letter was dated 27th April. A total waste of almost 2 months. Sending it back again today. Did you get your AOR yet ??

Application received by CIC on 8th April, still no AOR. Residency days 849, but a fair bit of travel in the last 5 years. Is that any reason for delaying the processing ?
