No. You are supposed to get only one letter under the primary applicant's name (which is your Dad in your case). Just send your mother's passport along with the same letter.

Call IRCC to find out. Sometimes they receive all the documents but they don't update the status on GCKEY until and unless the visa officer actively works on your file.

I received a request letter from the Vancouver office in July 2022. I submitted Police Clearance Certificate in response to that letter.

It's after submitting PCC. I have submitted PCC since July and no update yet. The Visa office is in Vancouver.
