Why are Private Education Institutions not valuable as much as Public ones. Most of their programs are not eligible for pgwp, Are they some sort of walkthrough colleges or curriculums somehow don't match all requirements what's happening?

So anyone can apply for EE, it doesn't matter if they have Canadian Education\Work Experience or not, as long as they are comfortable with their points?
