Maybe when you already have a GCKey account they don't send AOR to your e-mail but just in your account. Which is a little weird because you have to link it before you receive notifications. And IEC is International Experience Canada program. Basically working holiday visa.

This seems to be common for accounts that just received AOR. Try again in an hour or two. I had the same issue after linking my application.

Question. Even though I was able to link application without receiving AOR in my e-mail, do I still receive AOR later? In my account I already have a message asking for Schedule A and PCC and it says "action required". My sponsor also didn't receive an e-mail.

If you click on the blue "i" icon next to where you upload the documents it says "any country other than Canada". So just your Hongkong certificate should be sufficient. In my account it also says multiple police certs.
