Both are acceptable, the minimum required for citizenship is only Listening and Speaking. Hmmm im surprised they didn't accept. I personally just did CELPIP that tested my listening and speaking skills.

First week of July (July 5). Anything received before July 5 is being processed now. So keep an eye on the letter or email for AOR. I don't know how long it will take them to mail out AOR but hoping we get AOR by next week or 2nd week from now. Regards, V
