Does the strict regulations apply to applicants who already got their PNP nomination and applied for PR to CIC? I got my PNP nomination in October 2014 and applied for PR to CIO on Dec 1 ,2014.

Yes.. Its continuing.. thats what they told in recent seminars...

I agree with you. Though not clear yet. But it seem Province will select applicants from EE and nominate them. Non EE applicants ( such as us) would not be considered for that. Our applications would follow existing system. Also, even if we create a profile and apply for EE, I am not sure...

I think they are accepting applications but cannot nominate because quota is full. They should be working as they are accepting applications but definitely not during the year end holidays:D
