I submitted my application for PR on 14th Jan without FBI PCC. We included an LOE with all proof of applying for FBI PCC and an email from FBI explaining the delay from their side. When can I expect to get an ADR from CIC for the PCC?

I got ITA on the same date. if you checked that letter you got when you got ITA, the dead line is until 17th Jan 12:00 AM UTC, that is 16th Jan 5:00 PM EST!

Hello, I got my ITA on 18th OCt and my FBI application was received on 21st Oct. I need to submit my PR application in 5 days. Can I submit the application with proof that I applied and an LOE? Do they grant the extension after the application is submitted? is that how it works?

Your H1B is irrelevant for Canada immigration. But given your CA work experience, you have a good chance getting it through express entry. You just have to give IELTS and evaluate your educations...
