This post alone shows how complex and confusing this whole process can be. You'd think that the officer reviewing your case would send both at the same time. I wonder why they were sent at different times. So...unpredictable. You can get high blood pressure from trying to make sense of this process.

did you get the PCC request before your medical request?

i get all of that. i got AOR a few months back, and medicals last week. i'm just trying to determine if they even assessed my application in the three months between getting my AOR and request for medicals. that is, did it go through a comprehensive assessment by the visa officer.

do they actually begin assessing your application according to the criteria for CEC (temporary resident status, degree/diploma if you apply as graudates, job, IELTS, etc) after they send you the AOR? Or does your application just sit there until after they get your medicals???

So they assess you on all the CEC conditions prior to sending medicals. I'm assuming the background check you mean is security stuff or criminal stuff, right? It'd make sense.

I thought they requested the medicals before they actually review your application. Really?? What about the other factors such as education, or temporary resident status conditions, etc.??? And how are you so certain?? thanks.

are medicals that big a deal? i don't think they have even looked at applications until after medicals...

This is strange. I thought they do a completeness check at Sydney before they forward it to Ottawa. From this, it looks like they should have returned your file and not refused it. Did you ever get a medical request??

you have to look at the conditions on your work permit. mine prohibited me from enrolling in any academic or vocational institutes.

they only ask for month and year. so not a lot of room there to be so specific. just list month and year.

Of course. But I don't think tickign 'no' in his case and also explaining why is dishonest at all. In your case, you were rejected. In his case, he wasn't even eligible to be processed.

I don't think so. You weren't even processed. So, I'd say unless CIC explicitly rejected your application, you should answer no, and including a letter to explain is smart.
