I m in the same boat. My BG changed to IP2 stage but I have not passed medicals yet and I m CEC Inland as well.

Rightly said as I created my profile on 9th March and I got my ITA this monday.

Ontario select some profiles from EE based on job noc and connections to ontario. Then they send NOI(notice of interest) to selected candidates and only then you can apply for OINP. Its never guaranteed that you will get NOI but this is ray of hope and 433 is not bad for NOI if your job is IT...

Its called SIN(social insurance number) and it is required for employment, all the taxes paid by an individual to Canada Revenue Agency are through this number. I know because I m working in Canada on Post graduation work permit. It can be applied any time after landing and takes around 10-20...
