Yes, he is. Different colleges have different requirements for each course. Your brother will need to score 6.5 not less than 6.0 in IELTS. ALso choose relevant course only. Search more before applying.

You have to write a very good SOP to convince VISA officer why you wanna do PG Diploma after masters as it makes no sense to do diploma after masters. Research a lot before applying.

Don't go to CDI, you won't qualify for work permit. I was thinking of applying to CDI as well then found getting PGWP after is difficult.

If it's already 40 days then you'll surely get your VISA in next 10-15 days. Keep us updated.

I would say check again on their website about visa processing time for your country. If the time is still 32 days then you should contact them, if the time has increased and is around 40 days then wait one more week and then contact them.

If it's taking more than 30 days then be assured that you will get your visa in max 50 days. In my case, I applied on 27th april and received refusal letter on 18th may, I applied online.

The refusal letter will be in your CIC account, you have to download the letter and forward the same to college to get your refund. I'd recommend you to share the refusal letter here so that people can help you if you want to re-apply.

In canada, 1 year of study means = 8 months of studying & 2 year of studying means = 16 months of studying, so yeah you will receive 3 year of work permit if you complete the course on time and with required grades.
