If I get PR and my wife gets her work permit visa n if she is living with me in canada on her work permit, then can I apply for my wife PR as a dependent for me?

I just married in February 2017 and I already applied Spouse open work permit for her in March 2017. With Accompanying my wife my crs is 406 and without accompanying is 436 so I had choose second option just to get direct ITA.

I am on work permit currenty working and My CRS is 436 waiting for ITA. My wife is in India.

What if I am already living in a Canada from last 4 years and I got a PR from express entry, Can I sponsor my wife after getting my PR right away?

I think now they are increasing the draw points in order to fill quota for oinp and other pnp programmes.

Is it right that last draw was 423?

I mean in one profile I select to accompany my wife and in another i say no.
