You have to call cic on this number 1-888-242-2100 to book an appointment. Yes you can call them now, I also called this number the same day I sent my passport to Ottawa.

Hi jasent I did my landing at IRCC office in Edmonton, you can either land at border which doesn't require any appointment or you can land at IRCC's local immigration office in your city, for that you have to book an appointment first. Usually it takes 2-3 weeks to get you an appointment date...

I got my PPR on April 12,2018, on April 17 called cic for appointment, I was also told by call center agent that you will get your appointment in 6-8 weeks but on same day I received call from Edmonton office that you have been...

not much difference, you have to book an appointment if you want to land at local IRCC office in your city whereas at border you can do your landing anyday, no appointment needed at border.
