Nowadays, not everyone receives AL, some were asked to send their passport and issue a new visa. They cannot issue her a visa beyond the validity of her passport and canada is requiring at least 6mos validity of passport

While waiting renew her passport now, i believe passport should be valid for 6 months. Since its a minor you should be prioritized for renewal

Make a follow-up to your visa office, mention to them that you were told that you have to arrive by march 30 but you couldnt travel as you dont have your AL yet.

You should have responded to the email they'd used not thru webform..try to send your answer to that email and explain that you respionded thru webform
