Yes it's allowed but you have write the ref# in the envelopes so that WES would easily group your documents, otherwise, you will give them a hard time and this might cause delay.

It's allowed. But be sure to write all the REF # in all the envelopes. This is important to avoid confusion by WES. But I suggest you pay first so you already have a REF #. Why delay?
