That means your passports are dispatched with the stamp and COPR . And as both of them are in the same city ! ( vac and oc ) you can collect the passports today I guess if you are in Islamabad . Try to call the VFS and check if your passports have arrived .

For 5 working days ! On 4th the status said the application received at IRCC 9’ 04/02/2019 and is under process ! The status only changed on 11/02/2019 saying the decision envelop has been dispatched

But in the update on VFS portal for you also it says it’s in transit to the VAC in Bangalore ? So is this VAC different from VFS office ?
